It's up to YOU to contact your local police, as well as the police local to the user you sent money to to file charges. It's up to YOU (in the future) to file a complaint with PayPal. It's up to YOU to stay on a user's ass about getting what you paid for. It's also up to you to send items like checks and money orders by REGISTERED mail, so you know 100% that they received it, and they can't dick around and say they haven't. Good luck in getting your item/money back.
