I started a huge discussion on this on FA.  Basically, the S13 over there came with the CA18DET (and a few CA18DE's) but the SR20DET did not appear over there until the S14 was introduced in 1995.  But yes, they got turbo.  And no, I didn't hear anything about it being detuned.  But who knows.  Britain DOES have more stringent air laws than most of Europe.
