It's not illegal to do what the original post asked, to just tint the amber portion of the lights. The only requirement for un-lit taillight color is a red reflector.. and this doesn't mean you can't tint the red part, either (just how much, is the question). My GTI left the factory with dark taillights. They're not black, however, just dark red.
