Could be, but wouldn't explain the decel part.
I remember the clutch on my first 240 (90 hatch) was significantly stiffer than my last two.
Generally rule of thumb is:
steering wheel vibration - motor or front suspension
stick shift vibration - tranny mount
butt (seat) vibration - rear suspension
Check the condition of the driveshat - specially the rubber midsection aswell
if all else fails.

Is you idle steady? If it's not a small vacuum leak, faulty MAF, EGR, TPS all could cause some vibration. Too general so it's easier to start with
the bigger things.
