Yeah you've got a bad ground or shorted out power/ground wires. The left/right blinker relay and the 'hazards' relay are separate, but I think both are under the dash on the drivers side.

I'd pull the plastic piece down there, turn on your blinkers, and follow the sound with your fingers - you should be able to feel which relay is clicking. Pull it to make sure (if you pull it and the blinkers dont work, you found the right one).

Then its just a matter of separating the wires coming out of that relay cluster and figuring out where they're messed up. Not a whole lot of fun, but there's really no easier way around it :/
