If you are lowering the car, then DEFINITELY get an alignment performed. WHY? Because the front has STRUTS. When you take these out of the car, you are removing an entire assembly and when it is reinstalled, they might get it back in alignment, but i would say like 99/100 times the car NEEDS the alignment once struts are installed. HOWEVER, for Shocks, an alignment is not necessarily NEEDED, but it is RECOMMENDED. This is because the shocks are a unit the drops into place, which means that the suspension geometry is not really messed with, so basically you could get by without having to do an alignment and probably still be okay. My recommendation though would be to have an alignment performed anytime that you are messing with the suspension like the (i.e. installing springs/shocks/struts/control arms/tie rods/etc.). It is worth your time and money to have the alignment performed, unless you really don't like your tires and can't wait to get the next set on there, then, don't bother with the alignment until you put on the next set of tires.
BTW, alignments are recommended to be checked AT LEAST once every 10K miles (this is from manufacturers). It does not mean that the alignment will be out, but if you don't perform one, then any warranties you MIGHT have on your tires will be voided if it is not done/checked/performed.
