On a totally stock car, yes it would run 10% richer. But you would also be able to advance the timing a few degrees for more power as well. On a modified car, you would definately want the additional gas as more air is introduced into the combustion process. Again, 10% more fuel WILL require retuning, but you should expect more power as well.
