a drill or right angle grinder with a flap disc or agressive wire brush might knock the nasty off of them without too much hassle. I'd say the crannies that didn't get you could knock off with sandpaper, and then they would be ready for sanding. Some manufactueres for rice stuff sell special wheel paint, but I think if you prepped, primered, painted, and maybe cleared, you would have a durable finish.
