dont run the vacuum line fom the mani to the wastegate, run it from the pressure source (hot pipe/ cold pipe) witch ever. its surging because when you let off the throttle at high boost and the throttle plate closes, theres no more pressure to open the wastegate so it has no releif. remember the wastegate is actuated by pressure, bov actuated by vacuum. You get what im saying right?
