One reason it probably isn't going away is because System Restore is on. A lot of viruses/adware exploit Windows files that are saved by System Restore.
The only options I can think of are as follows:
1. Download Spybot: Search & Destroy and Ad-Aware, they're probably the best free anti-spyware programs you can get. I suggest you turn off System Restore (ONLY if you are sure that you don't need to restore your system to a previous restore point. Once you turn it off, you can't get any of your previous restore points back) and then restart in Safe Mode. Then run Bitdefender, Spybot and Ad-Aware. Once that is done, start up Windows in normal mode and re-enable System Restore.
2. Use the tools that try to automatically find the virus for you. Those usually work if they're from Symantec or other big name trusted security software developers. I usually go to Symantec - AntiVirus, Anti-Spyware, Endpoint Security, Backup, Storage Solutions and search for the virus I need to get rid of. They usually have a tool or two that can clean it out. Just run it and follow the instructions.
3. Do what blaze suggested. Takes the longest, but it is the most sure fire way to have a clean system.

While you're at it, delete everything in your "c:\documents and settings\username\local settings\temp" folder and your "c:\documents and settings\username\local settings\temporary internet files" folder
