Off the top of my head, "conspiracy to shoplift" doesn't sound right to me.
I have no idea how Kansas handles that sort of stuff.
Conspiracy is usually for a felony.
Stealing a $12 CD isn't a felony.
A competent public defender should have been able to handle it relatively easily.
