If there's no oil in the hotpipe and none blowing through into the intake pipe, it's either valve seals or rings. There's no other way for oil to get into the cylinders if the turbo isn't leaking unless it's major blowby and you're plumbed back into the intake.
A leakdown will tell you which cylinder is the culprit, then it's up to you to determine what side by pulling the head. You can pour a little oil on top of the piston and let it pool up, if it's gone overnight there's your answer, it's the rings.
Remember, machine work is an art form, sometimes even the best guys make a slight error. Don't trust the work just because you feel confident in it, the slightest nick on a cylinder wall or an improperly seated ring can cause a leak.
