No, Jasma stands for:
Japanese Automotive Sports Muffler Association. It's a certification for exhaust systems that meet certain criteria and standards for passing car inspections. Many Japanese companies have that stamped on their exhaust. Mugen, Apexi, HKS, Tanabe, etc. My old school Apexi N1 had the very same plate on it and that alone.
Like lemans132 said, its not going to be able to be welded. If its rested that bad, the metal around it is thin as well and will probably create a bigger hole if welding is attempted. But glws nonetheless.
