Look up 'abandoned vehicle' laws in your area. You might be able to just take it after following some procedural stuff.
I kick myself all the time because I once found an abondoned Zenki in my old apartment complex. It had all the tell-tale "I was stolen" signs... I reported it to the apartment managers, they notified police and I never saw it again. But I found out later that I could have contacted the DMV myself, notified the previous owner and if they didn't want the car anymore, I could have taken possesion of it.
I missed out of what could have been a free (albeit ratty) S14...
From what the OP said, I see no indication that the car is for sale. I do see every indication, however, that it has been abandoned. Find out what you need to do man! Get that shit for free and start a LSx swap project!
