It will probably take several months for the new reformulated without caffeine to hit store shelves. The are not recalling it, just reformulating it. It will take some time to make sure the new blend is palatable. Caffeine has a bitter bite to it. They will have to replicate that or decide it was an unneeded flavor. Then it will take a few months for the current stock to sell off and the new formulations to make its way through the distribution network.

I don't know the price of Four Loko. If it is on sale, that would lead me to believe they had the reformulation ready and have already gone into production and are trying to clear out the old stocks. There is also the possibility they are just trying to have a pseudo sale to profit from the press.

A lot Malt Beverages come in two alcohol levels, a sub-14% and a sub-7%. Levels allowed in different states varies. 14% and 7% are the most common regulations so they make two versions with those levels.
