S15's only came in TWO trims. Spec-S and Spec-R. So for you to say "non Spec-R" tells me you mean Spec-S. And if you knew anything about anything Spec-S models are NON-TURBO which means no T28 at all.
The difference in turbos is based on transmission and transmission only.
14411-69F00 is plain/ball bearing (S14 Kouki turbo)
14411-75F00 is plain/ball bearing (S15 Spec-R AT only)
14411-91F00 is ball bearing (S15 Spec-R MT only)

The part number below the main part number above will indicate whether or not its plain or ball bearing.
466541 = ball bearing
466543 = plain bearing
So if you have a turbo with part number 14411-69F00 and below it says 466541-, then its an S14 Kouki T28 ball bearing turbo.
But if you have a turbo that says 14411-75F00 and below it says 466543-, then you have an S15 Spec-R AT T28 plain bearing turbo.
