You are doing it wrong yes. If im not mistaken Your TPS should have 3 wires. (1) Signal - WHITE, (1) Ground - BLACK (1) 5v Power - RED

IGN on, Use the TPS black wire as ground probe it with the multimeter ground, and then probe the red 5v power wire. With throttle closed you should be getting .4-.5v and @ WOT should see 4.2-4.5v. Loosen the (2) little bolts holding the TPS and adjust the TPS up or down until you get your correct readings at IDLE and @ WOT. Tighten very carefully as it could move the TPS sensor.
