The vehicles this would effect are such a minut portion of the vehicles on the road. I doubt it would have any effect on the environment either way. Seems like a ploy to get more money.
If you want to decrease smog put more strict restrictions on th 1% of vehicles that produce 10% of the states pollution, Diesle.
