Yes, he could. More than likely, if the company makes a 17x9 +20 they're not gonna offer a +15 unless it's custom (of course I could be wrong) He could get spacers though but it's not necesary. ALSO, more camber would be needed to run a +15 than a +20. Maybe 2 degrees with the +20 and 3 degrees of negative camber with the +12-15. Somehting like that.
There are lot of people getting confused lately about pulling/rolling fenders.
