Realistic answer, if you're even considering this, get more information from your friend. Cams "not turning" wont be the only problem. As far as cost, expect AT LEAST $400 for quality parts and gaskets assuming you have the knowledge and tools that you need, including a good torque wrench. This is no small task if you haven't done it before and based on your post you shouldn't even attempt it.
