ah hahaha IF I had a nickel...

You can either replace the IACV. Or. You can still turn the screw, if you are careful, jam something into it (perhaps a SHARP philips head screwdriver that sort of cuts into the plastic screw) and turn it.

Or maybe even take it apart.

There is no other responsible method for adjusting the idle. That @(*&#@ plastic screw is your best bet.
