Sometimes the filaments inside a bulb can break so that the entire filament is still there, it just isn't making constant contact. I'd try changing your bulbs. That might fix your problem.

And for OP, is that the right sized fuse for the circuit? I'd check that. If it's a fuse that's too big, you could have burnt a wire.
