I totally agree with Phlip, and I've been stressing to everyone that, if you look terrorism up, terrorism is a tactic, not a state actor or even an organization. To win a war against terror is like saying something stupid like doing away with hate in the world. Terrorism has been around since the dawn of civilzations, and will continue to do so.
As for Kerry wishing to reduce terrorism to a minor nusiance, Since the first Bush administration and the start of the first Gulf war, terrorist acts have been commited against the U.S. in small volume and intensity. However an increasing expansionist ideology has caused the isolationist middle east region to retaliate against forces of globalization. The very beginings could really be traced back to 1947 with Israel, however with an American expansionist foreign policy agenda, there will obviously be more conflict. Kerry just wants to reduce the conflict and normalize relations.
