That area where there is excessive silicone build up is part of the front cover for the timing chain, as i said it is most likely leaking from there. As you can see by the pic, the front cover has been removed for a timing chain job, or it was previously leaking which would indicate the ghetto rtv (silicone) The top part of the timing chain cover does mate with an extension of the head gasket. It is probibly leaking from there, but dont worry because this is not a pressurized area, so the head gasket would still be fine.

Just pull the front cover, clean the shit our of the mating surfaces, and use the blue rtv to seal it up.
