It comes down to making the surface of the pad the same as the surface of the rotor. If they both start out flat, then they will wear together.
I've tossed on new pads on old rotors as a temporary measure, and quite frankly, once the pads "reshape" to the rotors, they'll be fine. It's just not ideal.
If you have good pads, and you don't want to throw them out, then just reuse them.
