hmmm if the officer didnt write anything around the ref sticker on the back of your ticket then you can peel it off and hopefully not have to go to the state ref anymore and just get the CVC 21756b citation writen off by some cop.(a friend of mine did this).

do you have an exhaust?...if so then im not sure you can try and play dumb bec she wrote down "mod exhaust" instead of "missing gas cap" and the judge will only see whats writen down on the ticket.

i got cited for the same....CVC21756b(mod emissions), CVC21751(mod exhaust and state ref required. i also got that state ref sticker on the back of my ticket but the officer wrote around it so i couldnt peel it off.
