Since I'm too damn lazy to read all the above, excuse me if this has already been suggested....
The best way to take care of more members is to make more forums.
"Chat" is too general, most people think of it as just an OT board; so, why not just make a Lounge or something for O/T posts?
Also a seperate forum for Racing (stories/drifting/etc) will clean out a lot of the posts from Chat as well...
