I think he was parked at a medical facility in an area where he would need a permit, and generally how it goes is when the truck comes out and has to go to the motion of getting the car up, you have to pay him for the visit, and if he leaves the property with it, then you have to pay as if he made it to the towyard, so you pay the front end of that storage fee.
