People who get cancer sores regularly have herpes simplex type 1, i.e. oral herpes.
So yeah...people are born with it. When I was a kid I once had like 8-10 in my mouth at one time, it was hell. My sis had that case too...so did my dad.
Anyway, I only get one every once in a while now.
