First off, they are ARP - Automotive Racing Products head studs, and second- yes they can be reused.

I think you are thinking of Enjuku Racing for that "deal" but it really isn't one (http://storesense.megawebservers.com...ail.bok?no=114). I ordered my cometic straight from cometic for $107 shipped and my headstuds straight from ARP for $97 shipped.
