You did the wiring wrong. The input wire should be hooked up to the white/red wire. This is the wire that turns on the fan. Like I said above, hooking it up to the blue/green wire doesn't do anything. The blue/green wire should be reinserted back into the relay, and the other end should go to body ground.

What you did is grounded both ends of the fan. There's no current going through it.

I'll say this again one more time. Put the relay back and all the wires exactly as you found them. Follow the white/red wire from the relay and connect the input wire to the fan to this white/red wire. Follow the blue/green wire from the relay and snip it. Ground the end that goes to the relay. Wrap up the other end and tuck it away.

At this point if you can't get it to work, I suggest you get somebody who knows a little bit about electronics to help you. Everything you need to know is there. It's not hard, but it's not easy if you don't understand how a circuit works.
