Fluid is the easy first step. The next step (and most probable cause of the noise) is your power steering pump. It has a bearing inside that...after awhile...does what all bearings do and goes to bearing heaven (or hell) This would cause a serious whine on startup (which usually goes away after the car is warm.) The bearing thing would also explain the seizing.
Try the fluid thing first...see if it doesn't at least help. If it doesn't, replace the power steering pump.
