If you want to get down to trouble shooting then find the main power wire in the cluster and use a multimeter to check if you have power to the circuit that has the lights in it if you do look after were you checked power if you dont' have power look before that point in the circuit. Most likely you have a fuse blown. If that isn't it then you may have a wire somewhere in the circuit that is cut/shorted or otherwise not working as intended.
