how is it wasting tax payers money:
cops giving tickets to easy targets (cars)
let's see...CA, exhuast ticket..around 100some bucks PER citation.
one cop doing 2-3 citations a day...over a month's time..equals money in the bank.
which can be distributed to schools, state programmes, etc
its elementary.
