You should hear the fuel pump prime (run for approx. 1-2 seconds) immediately when you turn the key to or past the ON position. this sends fuel to the fuel rail. The only place you should have fuel feeding to your engine compartment is the hose that goes to the rail through the FPR. The other is a return line. i wouldnt suggest plugging it.

Do you need to just turn the key to ON or actually crank it over? If you need to crank the engine over, it will send fuel through the lines and to the active injectors until you turn it back to off. If this is the case I suppose you could unplug the cam position sensor temporarily to trick the ecu into thinking its not actually turning over in order for it not to active the fuel pump relay.
