if it's not a blocked line or a problem with your pump it pretty much leaves only one thing, your steering rack. It's possible that running it without oil for that long has damaged the internals. Might want to inspect/swap your rack... Crazy problem though, hope you get it sorted out.

edit: FYI of course unplugging the ps switch didn't fix it; that switch is used to send a signal to the ECU when it sees an increase in the line pressure when the car is at 0mph. The ecu when supplied with this signal increases the idle speed to compensate for the PS pump draw.
