Thats it, its an oscillator circuit and the frequency will change if the resistance changes.

Could be a bad bulb, corroded connection, bad wire, or the flasher unit or anything along the line. I haven't had that problem yet, but I'll bet one of those is most common on 240's (see who else has had the same problem, maybe a search will turn some up) and I'd start there before replacing all of the bulbs and relays and flashers.
