an s14/s15 t28 sounds like it'd fit perfectly with your hp goal although it doesn't leave you with a lot of room to go beyond if you decide to up the power. if you plan on sticking with mid-high 200's then you're good to go. all i can say is play it safe and give yourself some wiggle room in terms of fuel and tuning. safe and conservative is the way to go.
as for mileage, i was doing around 280-300mi per tank and that was with mixed city/freeway, grandma/lead foot driving.
