I had the same issue soon after I bought my 92. It ended up being a wire attached to the bulb cluster. I'm not sure if it's a ground wire or something else...but...look at all of the screws on the cluster...I believe the one I fixed was on the end of the cluster, and it was plastic. basically, it was unscrewed...I retightened it, fixed my problem.
oh BTW, my symptoms were similar...running lights are fine, but when I step on the brake, lights go out...
