Spend the time learning to drive.  The world goes by fast enough in an aniemic 100hp mazda 626 when you're 16 and new to driving.  Give it some time and once you feel comfortable behind the wheel figure out what your priorities are for improvement (better handling, more power, just going out and partying).

If you're paying your own insurance, that $3k won't last long.
