It depends on the construction of the tire, the width measurement (section width) is from the middle of the sidewall across. Sidewall height (which is a percentage of width) would cause the tread width to differ.
Example, a 245/40/17 may have a 9" wide tread, while a 245/70/15 would have something like a 7" wide tread.
