It's called blueprinting the engine. It means rebuilding the engine to manufacturer's specifications from the factory. This is done in showroom stock racing where you are not allowed to modify the engine.

If you want it completely like new, you have to dissassemble every part, clean, inspect, and replace anything that's out of specs. You will also have to check the block, head, crank, piston, rods, valvetrain, etc.
