If your running colder plugs (good quality ones gapped down low ie. .028) and running an AFR in the 10.9:1 range you can pull off 19 psi even with a big turbo like a gt3076r.
Its all in the tune...the timing at that pressure/load point etc.
Id say 17-18 psi is safe with a ngk range 7 plug gapped to .028 running a lamda of around .738-.748 or so. so a little on the rich side at peak cylinder pressure.
