its the same concept as in a VLSD. the clutch has heat sensitive fluid in it that locks as the temperature gets warmer. this way you get more airflow when the engine is hot, and less parasitic drag when the temp is cool. same reason we put thermostats on e-fans instead of having them run 24/7.

if you ever had a clutch fan seize completely, you'll understand why its not really that desirable. the engine feels sluggish, sounds like a truck, and the belt squeals all the damn time from trying to spin that fan up to high speed.
