Can somebody please explain the whole California referee thing? Can the car actually be certified as legal with an SR if it passes the sniffer if a referee signs off on it? What does not being able to use it as a "grocery getter" mean? Does it take on a new status with limited allowance of miles per year like an out-of-county temporary import? I'm really confused, as this is the first I've heard about it.
