Unless you're talking an S15 SR, it will.  An S2000 weighs about as much as a loaded S14, and runs low, low 14s if driven correctly (sidestep the clutch at 6000rpm, shift at the rev limiter).

Better for the price is subjective.  To find a better stock NA motor you have to go to BMW or Ferrari.
