Umm... That turbo won't be good, unless you are pushing nasty hp numbers.  The exhaust housing is entirely too large.

I have about that same turbo, with a .48 exhaust housing for spool time, and a stage 5 wheel.  I begin boost in the upper 2k range (2700-2900) and makes full (yep, all 4psi) boost at 3100-3300.
