Sounds like the little electrical contact "post" that connects the horn disk to the horn has lost its grease. When you turn the wheel, that post slides along the disk. When mine started squeaking, I just took the wheel off, cleaned all the grime and old grease off the post and the disk, and re-applied some electrical grease on both...I put the wheel back on and all was quiet.
