hmmm, that is really wierd.......
You sure that you had ARP? Yes, they will be almost impossible to drill out. You are lucky to have a spare block. I have installed 3 sets of ARP head bolts KAs. Never had an issue.
Where you trying to torque the studs into the block, or trying to torque the head bolts?
