theoretically this could work but seeing as how most of America is too damn stupid to buy anything but huge ass SUV's that cant do anything but destroy smaller cars in a basic fender bender, I don't think you could coordinate that many people on this high a level. I don't even think most people know what company they get their gas from I think a more productive use of your money would be to just buy an electric car.
oh, and by the way buying a hybrid to save money is a dumb idea, with the increased sticker price you would have to have the car for almost 12 years on some models before you would see the "savings" , the only vehicle that might save you money on gas is either a scooter or a motorcycle.
